I-15 Express Lanes

Question:
The new express lanes on I-15 are a great idea but I hope there will be signs on how to use them. Coming home from work on I-15 I see people crossing the double solid lines going into and out of the lane. Can you review the guidelines?

The northbound express lane opened yesterday from the 215 Beltway to Spring Mountain Road, and, a southbound express lane is open for through traffic from Sahara avenue and Russell.
The signs will be up, and more express lane openings by late November.
With these openings, e-mails are flying my way about legal lane changes. When solid white lines separate traffic moving in the same direction, you cannot change lanes. the only exception is (HOV), or high occupancy vehicles lanes. Express lanes are not HOV lanes. You’re to be in the express lane for the duration of the express lane. It is a traffic violation to cross those lines.
However, NHP is going to wait until all the proper signs are in place, and the project is complete, to fully enforce this law.
They’ll be taking a common sense approach and looking for people who are weaving in and out, and abusing these new lanes.
